Apply for a Replacement Driver's License
Service description
If your driver’s license has been revoked, you may reapply for it after any suspension period that may have been imposed has expired. As part of the application process, you must demonstrate that you have regained the ability and fitness to operate motor vehicles.
The driver's license is issued for an indefinite period.
For categories C, C1, CE, C1E, D, D1, DE, and D1E, the driver's license is issued for a limited period.
Special information for the Fulda districtWith regard to the reissuance of a driver's license, the driver's license authority will generally send you the necessary application documents in a timely manner and inform you of the formalities and requirements for reissuance.
If, due to short suspension periods, such notification is not possible, or if you have not received a notice 3–4 months before the suspension period expires, please contact the Driver’s License Authority at 0661/6006-1130, -1131, or -1132.
Procedure
After you submit your application, the relevant driver's license authority will inform you about the procedure.
Prerequisites
You must submit an application to the appropriate driver's license authority and provide the required documents. Some driver's license authorities have made the appropriate application forms available for download on their websites.
What documents are required?
- A valid ID card or passport (with a current certificate of residence, if applicable)
- a recent biometric photo (size 45x35 mm, portrait orientation, full-face shot)
- Eye Exam Certificate (no more than 2 years old)
- Proof of participation in a first aid training course
For applications for a driver's license in classes C, C1, CE, C1E, D, D1, DE, or D1E, the following is also required:
- medical certificate. If a medical-psychological examination (MPU) is required, this is not necessary.

- For Classes D1, D1E, D, and DE, an additional examination of specific requirements is required
For applications for a driver's license in classes D, D1, DE, and D1E, the following is also required:
- Certificate of Good Conduct (required for every new license, not just for bus driver's licenses)
Note regarding the Certificate of Good Conduct:
Please apply for a certificate of good conduct to submit to government agencies.
Note on First Aid Training: Proof of participation in a first aid training course is not required if you have already completed such a course. If you have any questions, please discuss this with your local driver’s license authority.
What fees apply?
The fee is determined in accordance with the Schedule of Fees for Road Traffic Measures (GebOSt).
If the driver's license is mailed directly to your home address, an additional shipping fee will apply.
What deadlines do I have to observe?
You may apply to have your driver's license reinstated no earlier than 6 months before the suspension period expires.

If you have a criminal record and/or a traffic violation on your record—for example, for driving without a license—you will also be required to submit a current certificate of good conduct (no older than 3 months). In addition, an assessment will be conducted to determine whether there are any grounds for concern regarding your fitness to drive. In such cases, you may be required to submit a medical-psychological evaluation.
If you suffer from a medical condition that impairs your ability to drive, this may also raise concerns regarding your fitness to drive. These concerns may need to be addressed by submitting the required medical evaluations. In some cases, you may also be required to provide proof of your theoretical and practical driving skills.

What else should I know?
- Only the driver's license classes specified in the Driver's License Regulation may be issued anew; if necessary, the classes of the revoked driver's license will be converted accordingly.
- Reissuance is only possible within the scope of authorization you had prior to the revocation.
- In some cases, you may need to retake the driver's license exam.
