Declaration on accessibility

This digital accessibility statement applies to the Fulda District website published at https://www.landkreis-fulda.de.

As a public body within the meaning of Directive (EU) 2016/2102, we strive to ensure that our websites, web applications, and mobile applications in accordance with the provisions of the Hessian Act on Equal Opportunities for Persons with Disabilities (HessBGG) and the Hessian Ordinance on Accessible Information Technology of September 16, 2019 (BITV HE) implementing Directive (EU) 2016/2102.

The accessibility requirements are set forth in Section 3, paragraphs 1 through 4, and Section 4 of the BITV HE, which was enacted pursuant to Section 14 of the HessBGG.

Verification of compliance with the requirements is based on a simplified review conducted by ekom21 – KGRZ Hessen.

The website is partially compliant with the aforementioned requirements due to the following incompatibilities.

The content listed below is inconsistent with Section 3(1) of the BITV HE and is not accessible for the following reasons:

Our documents, particularly PDFs, are not yet accessible. These documents may contain issues with color contrast, accessibility for assistive technologies, and other problems.

• Some images on the website do not yet have alternative text. This means that the images are not yet accessible to assistive technologies, such as screen readers.

• Some decorative graphics are not labeled as such but are still detected by assistive technology.

In some cases, the reading or navigation order when using a keyboard on pages with assistive technologies does not match the order in which the page content is displayed. This can cause confusion when using assistive technology or navigating with a keyboard. In addition, there are controls that cannot be operated using a keyboard.

• Content that is visually presented as a list is not programmed as a list and is therefore not marked as such for users of assistive technology.

• In some cases, the function or status of content elements cannot be determined programmatically. For example, there are buttons that are not rendered as such for users of assistive technology.

• On some pages, the structure of the headings is confusing because some headings appear twice or do not adequately describe the section that follows.
• In some cases, there are visually recognizable headings that are not marked as such and are therefore not recognized as headings by assistive technology.

• Some pages contain embedded content—known as iframes—that assistive technologies cannot identify based on a title.

• Some descriptions for form fields are not correctly linked to the corresponding form fields. This makes it more difficult for users of assistive technologies to navigate forms.

• In some cases, entering data or using controls can result in unexpected changes. For example, incorrectly entered dates are automatically corrected.

When viewing the website on a smartphone or when zooming in, content may be cut off or overlap. This can make it difficult to read text and use the controls.

In some cases, colors or color combinations are used that do not meet the legal contrast requirements for text. As a result, text and user interface elements may be difficult to see.

This accessibility statement was prepared based on the testing described above, in accordance with Article 3, paragraph 1a, of Implementing Decision (EU) 2018/1523.

In consultation with all parties involved, the Enforcement Agency will attempt to determine the circumstances surrounding the lack of accessibility so that the responsible entity can remedy the issue.
