Oversized/Heavy-Haul Transport - Permit/Exemption
Service description
Vehicles and trains traveling on public roads whose dimensions, axle loads, or total weights actually exceed the limits generally permitted by law require a special permit under § 29(3) of the Road Traffic Regulations (StVO) or approval under § 46(1)(5) of the StVO.
The following scenarios may arise:- If vehicles or vehicle combinations are used for transport whose dimensions, axle loads, or total weights exceed the permissible limits specified in Sections 32 and 34 of the StVZO, a permit under Section 29(3) of the StVO is required. This permit may only be issued if the competent authority under state law (in Hesse: the Regional Council) has already granted the exemption required for the vehicle from the provisions of the Road Traffic Licensing Regulations (exemption under Section 70 of the StVZO).
- If the vehicle complies with the permissible dimensional limits and only the load is too long, too wide, too high, or protrudes too far forward or backward beyond the vehicle, a special permit under § 46(1)(5) of the StVO is required. A prior special permit under Section 70 of the Road Vehicle Licensing Regulations (StVZO) is not required.
- If both the vehicles/vehicle combinations and the load exceed the weight and dimension limits, both a permit under § 29(3) of the StVO and a special permit under § 46(1)(5) of the StVO are required. These must be applied for jointly and are also granted in a single decision.
The permit under § 29(3) of the StVO and the exemption under § 46(1)(5) of the StVO are generally issued as individual permits or individual exemptions. These are valid for a single trip with a vehicle or a combination of vehicles.
Under certain conditions, the permission or exemption may also be granted, subject to revocation at any time, for a maximum validity period of 3 years.Special information for the Fulda districtHessen Mobil is responsible for issuing permits and exemptions for the transport of oversized and/or heavy loads. Only in exceptional cases may an application for a permit be submitted to the locally competent motor vehicle authority by mail, fax, or email.

What fees apply?
The fee is determined in accordance with No. 263 of the Schedule of Fees for Road Traffic Measures (GebOSt). It currently ranges from 40 euros to 1,300.00 euros.
What deadlines do I have to observe?
Due to the generally required consultation, the application should be submitted at least 14 days before the transport takes place; longer lead times are required for static recalculations of bridge structures.

For oversized and heavy-haul transports related to the construction of wind turbines, it is absolutely essential to coordinate the route with all relevant authorities before submitting an application. Otherwise, significant delays in the processing of the application are to be expected.
