Vehicle Registration: Minors as Vehicle Owners
Service description
A minor may apply for vehicle registration if his or her legal representatives give their consent (Sections 106 and 107 of the German Civil Code (BGB)). To do so, written consent must be submitted to the vehicle registration authority.
The legal representatives of a minor are generally the parents (Section 1626 of the German Civil Code (BGB)), or, if applicable, one parent or a guardian (Section 1793 of the German Civil Code (BGB)).
In addition to the above-mentioned declaration of consent, the Motor Vehicle Registration Authority requires the legal representative(s) to submit a declaration stating that they assume personal liability for any consequences that may arise from the registration of the vehicle.
A vehicle may be registered in the name of a minor without a disability only if the minor holds a valid driver's license for that vehicle.

When registering the vehicle, the following documents must be submitted in addition to those otherwise required for vehicle registration (see also “Vehicle Registration for New Vehicles”):
- Consent Form for Parents/Minors (Download section on this page)
- Original identification documents for the parents, parent, or legal guardian and the minor
- For minor driver's license holders: Driver's license or "Accompanied Driving from Age 17" certification, and a power of attorney if the applicant is not appearing in person
- For minors with severe disabilities: Severe Disability ID Card
- For sole custodial parents: Proof of custody
