Events: StVO - Permits and Exceptions
Service description
Events that require the use of streets to an extent greater than is customary for traffic require a permit. In particular, these include:
- Motorsports events featuring motor vehicles
- Cycling races, triathlon events, mass cycling events with more than 100 participants, walking events, relay races, mass hiking events with more than 500 participants, or on classified roads (county roads and higher-class roads)
- Moving
- Street festivals, traditional events, markets
Assemblies and processions as defined in § 14 of the “Assembly Act,” as well as local processions and other local religious events, and smaller local traditional events, are not subject to a permit requirement.

What documents are required?
- A written request specifying the number of participants, schedule, etc.
- Written confirmation from the organizer stating that the organizer is aware that the event constitutes a special use within the meaning of Section 8 of the Federal Highway Act or Sections 16 and 17 of the Hessian Highway Act. In particular, the declaration must confirm awareness of the reimbursement claims under road law, according to which the permit holder must reimburse all costs incurred by the road authority as a result of the special use.

- If necessary, a traffic sign plan and a detour map, in case roads need to be closed
What fees apply?
The fee is determined in accordance with the Schedule of Fees for Road Traffic Measures; within the applicable fee category, it is based on the size of the event. In addition to the fee for issuing the permit, separate fees may apply for the special use of public roads.
What deadlines do I have to observe?
The application must be submitted in a timely manner, at least two weeks before the event begins; for very large events, it must be submitted even earlier.
