County Laws and Bylaws

Each county may regulate matters falling within its jurisdiction through bylaws, unless a federal or state law provides otherwise. This is part of the guarantee of self-government granted to the counties under the Basic Law. Bylaws are adopted by the county council, then executed by the county executive committee and made public. The collection of all by-laws and other binding regulations constitutes county law.
