The rights of owners and other authorized users remain unaffected. This also includes measures carried out as part of proper agricultural or forestry land use that do not require approval under nature conservation law (e.g., logging, the sale of decorative brushwood and Christmas trees, etc.).

The lower-level nature conservation authorities, as well as the police, district public order authorities, and local public order authorities, are authorized to conduct inspections and investigations regarding compliance with species protection regulations. Veterinary authorities, hunting authorities, and agricultural and forestry administration authorities must notify the competent nature conservation authority of any violations they discover in the course of performing their duties.
