Driver's License: Official Driver's License - Transfer
Service description
If you hold a service driver's license issued by the German Armed Forces, the Federal Police, or a state police department, you can have it converted to a general driver's license.
Special information for the Fulda districtA driver's license issued by the German Armed Forces, the Federal Border Guard, or the police authorizes the holder to drive only official vehicles. The holder may use it only for the duration of their employment. It can be converted into a general driver’s license, either during or after the termination of employment.
What documents are required?
Special information for the Fulda district- A recent biometric photo (taken within the last 6 months)
- A valid ID card, a valid passport with a current certificate of residence (no older than 3 months), or, for foreign documents, a valid passport with a residence permit
- Old driver's license, if applicable
- Driver's permit or certificate from the ZMK (if military service has already ended; valid for 2 years)
- employee ID card, if applicable
What fees apply?
The fees are based on the Schedule of Fees for Road Traffic Measures (GebOSt).

If you have a criminal record and/or a traffic violation on your record—for example, for driving without a license—you will also be required to submit a current certificate of good conduct (no older than 3 months). In addition, an assessment will be conducted to determine whether there are any grounds for concern regarding your fitness to drive. In such cases, you may be required to submit a medical-psychological evaluation.
If you suffer from a medical condition that impairs your ability to drive, this may also raise concerns regarding your fitness to drive. These concerns may need to be addressed by submitting the required medical evaluations.
