Apply for a parking permit for people with severe disabilities
Service description
People with severe disabilities are permitted, under certain conditions, to park in areas where parking is not normally allowed. Eligible individuals may also use these parking privileges as passengers; a driver’s license is not required.
Proof of eligibility consists of the parking permit in conjunction with the written exemption, which explains and defines the specific circumstances under which the exemption applies.
Note: The parking permit must be clearly visible behind the windshield of the parked car, and the written exemption must always be carried in the vehicle.
“Blue Parking Permit” (EU-wide)
The “Parking Permit for Severely Disabled Persons with Exceptional Mobility Impairments, the Blind, and Severely Disabled Persons with Bilateral Ameliia or Phocomelia or with Comparable Functional Limitations,” on a blue background, is issued as a European parking permit. It entitles the holder to park in spaces designated for people with severe disabilities (wheelchair symbol) in all EU member states and provides additional benefits, such as:
• parking for up to 3 hours in areas with restricted stopping (Signs 286, 290 of the German Road Traffic Regulations (StVO))
• parking in traffic-calmed areas under certain conditions
• parking for up to 3 hours in resident parking spaces
“Orange Parking Permit” (nationwide)
The orange “Parking Permit for Specific Groups of Severely Disabled Persons” also grants parking privileges nationwide, such as those listed above.Please note: This permit does not authorize parking in spaces reserved for people with severe disabilities (wheelchair symbol).
Procedure
As the person concerned or an authorized representative, you must apply for a parking permit in writing. To simplify the process, the relevant authorities generally provide forms.
Prerequisites
Eligible Groups
"Blue" Parking Permit
- People with severe disabilities who have an exceptional difficulty walking (classification code aG)
- blind people (designation Bl)
- People with severe disabilities who have bilateral amelia or phocomelia, or who have comparable functional limitations (in which case the time limits that require the use of a parking disc do not apply)
"Orange" Parking Permit
- people with severe disabilities who have the G and B designations and
- a degree of disability (GdB) of at least 70 due solely to functional impairments of the lower limbs (and the lumbar spine, to the extent that these affect the ability to walk), as well as
- at the same time, a GdB of at least 50 for functional impairments of the heart or respiratory organs
- People with severe disabilities who have Crohn's disease or ulcerative colitis, provided they have a GdB of at least 60
- People with severe disabilities who have both a colostomy and an ostomy, provided they have a GdB of at least 70
What documents are required?
- Motion
- A disability ID card or proof that the requirements are met
- For the "blue parking permit": one photo (recently taken, without head covering, dimensions: 35 x 45 mm)
- For authorized representatives: a written power of attorney and the applicant’s identification card (a certified copy is also acceptable)
What fees apply?
There is no fee for issuing a parking permit for people with disabilities.
What deadlines do I have to observe?
"Blue" Parking Permit:
You can usually take the parking permit with you right away, or it will be mailed to you shortly. Long-term exemptions are valid for a maximum of 5 years. “Orange” Parking Permit
: There is a slight
delay because the social services administration is asked, as part of administrative assistance, to confirm whether the applicant belongs to the eligible group of individuals.
