View Lotteries, Raffles, and Tombolas
Service description
Public lotteries or prize draws constitute public games of chance. Pursuant to Section 4(1), sentence 1, of the GlüStV 2021, public games of chance may only be organized or facilitated with the permission of the competent authority of the respective state.
In a lottery, cash prizes are awarded, while in a prize draw, non-cash prizes are awarded.
However, if you wish to hold public lotteries (raffles) or prize drawings (including tombolas), you are only required to notify the Fulda District Office of such events, pursuant to a general ruling that took effect on July 1, 2025.
What information must the report include?
- Organizer (male or female)
- Location, time, and duration of the event
- Person(s) in Charge
- Purpose of the Lottery or Raffle and the Use of the Net Proceeds
- Prize Schedule, Prizes
(Amount of Money or Value of Non-Cash Prizes) - A schedule
showing the gaming capital, total costs, and net profit - Exemption Notice
from the Competent Tax Office
