Collector's Firearms Possession Card and Ammunition Purchase Permit (red WBK)
Service description
Anyone who wishes to collect weapons or ammunition must obtain a permit from the relevant firearms authority. Only collections of weapons or ammunition that are of cultural and historical significance and that follow a clear concept and a documented purpose—rather than the mere accumulation of individual items—are considered collections.
Procedure
To apply for a collector's firearms license or an ammunition purchase permit, please submit the designated application form. Please check to see what other documents you may need to provide.
Provided that all requirements are met, you will be issued a collector's firearms license or an ammunition purchase permit. This will be mailed to you along with the fee notice.
You may then purchase firearms subject to a permit that fall within the scope of your collection theme. Within two weeks of purchasing such a firearm, you are required to submit a notice of purchase to the competent firearms authority, including a statement explaining how the purchased firearm fits within the collection theme.
Similarly, if you transfer any firearms listed on your collector’s firearms ownership card, you must notify the relevant firearms authority by filing a transfer notification.

You must specify how the firearms and their ammunition are stored. You can find the appropriate storage declaration under "Applications/Forms." - Evidence of Collection Topic:
Please provide the information regarding the collection topic in writing in the space provided on the application form. You must demonstrate that your collection is significant from a cultural-historical or scientific-technical perspective. You may provide this evidence, for example, through an expert opinion. - Proof of Qualification:
Please provide the information regarding your qualification in writing in the space provided on the application form. There, you can indicate whether you have passed a firearms proficiency exam or a hunting exam. Alternatively, you may submit other proof of competence in accordance with Section 3(1) of the Firearms Regulation (AWaffV).

What fees apply?
Fees are charged by the firearms authority for applications for a collector's firearms license or an ammunition purchase permit.
Under the Firearms Act, your reliability is reviewed every three years, which also incurs regular fees.
The fees related to firearms regulations can be found in Section 7 of the Appendix to the Administrative Cost Regulations for the Ministry of the Interior, Security, and Homeland Protection.
