Vehicle transfer

To apply for temporary license plates for test drives and transport trips, you will need the following documents:

• an electronic insurance confirmation (eVB) from your insurance company
• A valid ID card or passport with a certificate of residence
• Foreign residents must present a passport with a valid residence permit and proof of registration
• Valid general inspection; if applicable, a valid safety inspection
• Proof of vehicle data and registration
• The fee is at least 12.80 euros. Additional fees may apply in certain cases.
• If the applicant’s primary residence is in a country that is not a member of the European Union (EU), a representative authorized to receive correspondence must also be designated in the Fulda district.

Copies of the documents verifying the vehicle's information and its operating permit may also be submitted. The following are accepted as proof:

• Certificate of Registration (vehicle registration certificate) or
• EC Certificate of Conformity or
• Individual Operating Permit/Individual Approval, including the expert report pursuant to § 21 StVZO or § 13 EG-FGV

For vehicles without a valid general inspection, only trips (round trips) to the nearest inspection station within the Fulda district are permitted. If significant or minor defects are found during the general inspection, trips to the nearest repair shop within the Fulda district and the neighboring districts are permitted.

For vehicles without a valid registration, travel is permitted only to the nearest inspection station within the Fulda district and the adjacent districts.
Temporary license plates may be issued only at the vehicle’s primary place of residence or location.
