Service description
A preliminary building inquiry may cover any matters that are reviewed during the building permit process. A preliminary building inquiry is generally advisable when specific aspects of the construction project are unclear, or when it needs to be determined whether a property is even suitable for development under current building codes. Submitting a preliminary building inquiry can save money, as not all documents required for a building permit are necessary, and the scope of the review is limited to the specific questions at hand.
Procedure
Special information for the Fulda district- You fill out the application online on the building portal and submit it, along with the required documents, to the appropriate building authority
- The building authority will review your request and the documents
- Once all the necessary documents have been submitted and there are no legal obstacles, a preliminary building permit will be issued.

The lower-level building regulatory authority of the counties, independent cities, and cities with special status is responsible.

What fees apply?
- The amount of the fee depends on the scope of the preliminary building permit application and may be up to 40 percent of the building inspection fee, with a minimum of €100.
- The fee shall be determined based on the extent to which the preliminary decision anticipates the building permit.
- Half of the fee will be credited toward the final building inspection fee if and to the extent that the preliminary building permit is binding in the building permit process.
Processing time
If your construction project is subject to the simplified approval process, the corresponding processing time applies here as well: 3 months, with the option to extend it by up to 2 months.
The preliminary building permit is deemed to have been granted if no decision has been made within this period.
