Service description
You may use a vehicle that requires registration on public roads only if it has been registered for that purpose by the competent registration authority.
The Vehicle Registration Certificate, Part II, serves as proof that you are authorized to use your vehicle. However, it does not constitute proof of ownership. For example, if you have leased or financed the vehicle, you are not the owner. You need the Vehicle Registration Certificate, Part II, if, for example, you:
- want to sell
- want to finance
- must re-register
When you buy a new vehicle, you will usually receive a pre-filled copy of the Vehicle Registration Certificate, Part II, from the manufacturer.
When you buy a used vehicle, you will receive the Vehicle Registration Certificate, Part II, along with the vehicle. When you re-register the vehicle, you can have it transferred to your name.
If you purchase a vehicle from abroad, apply for both Part I and Part II of the registration certificates at the same time.
In the past, the vehicle registration certificate served as Part II of the registration certificate. If you still have an old vehicle registration certificate for your vehicle, it remains valid.
Unlike the Registration Certificate, Part I, you should not carry the Registration Certificate, Part II with you while driving. You should keep the Registration Certificate, Part II in a safe place.
Special information for the Fulda districtA ZB II can also be requested without registration (blank certificate, for example, when a single-vehicle operating permit is issued). If there is a change to the information on the Certificate of Registration, Part II (with the sole exception of the address), the document must be corrected. Examples include the name, license plate number, vehicle class, or type of operating permit. Old vehicle registration certificates are replaced with a new vehicle registration certificate upon the next registration and are not retained. They are returned with a cancellation mark.
Procedure
When purchasing a new vehicle, you will typically receive a pre-filled form for Part II of the Certificate of Registration from the manufacturer at the time of purchase.
When you purchase a used vehicle, you will receive the Vehicle Registration Certificate, Part II, along with the vehicle you purchased.
For a vehicle that is or was registered abroad, completing a Part II Registration Certificate form is permitted only in connection with the vehicle’s registration. Upon registration, the Part II Registration Certificate is issued by the competent registration authority.
If you apply for the Certificate of Registration, Part II, online through the Internet-based Vehicle Registration System (i-Kfz):
- Go to the i-Kfz portal of the registration authority responsible for you.
- Follow the registration procedure as described in the sections on initial registration or re-registration.
- You will receive Part II of the registration certificate by mail from the registration authority.
You can also apply for the Certificate of Registration, Part II, in person at your local registration office.

You are also welcome to authorize someone else to act on your behalf. That person must be able to provide proof of identity and, in addition to the required documents, must submit a power of attorney.

Special information for the Fulda districtChecklist in Case of Loss, Theft, or Damage to the Certificate of Registration, Part II
- In the event of loss, the vehicle owner must appear in person at the registration office to submit a sworn statement. A third party cannot act on the owner’s behalf in this case.
- In the event of theft, a report can be filed with the police. The original copy of the theft report must be submitted to the vehicle registration office.

- valid ID card (or valid passport with proof of residence)
- Foreign residents must present a passport with a valid residence permit and proof of registration (for EU citizens, the "EU ID card")
- For registrations involving companies listed in the Commercial Register, the following additional documents are required:
o an extract from the Commercial Register
o a business registration in accordance with § 14 GWO
o a written power of attorney for the authorized representative (possible only in the event of theft)
o and the representative’s ID card - Administrative fee of at least 29.30 euros; additional fees may apply in certain cases (e.g., 30.70 euros for an affidavit)
Special Features
The first place to go if you lose your Certificate of Registration, Part II (vehicle registration certificate) is always the registration authority in whose jurisdiction the vehicle was last registered or is still registered. If, after the initial registration, the registration certificate, Part II (vehicle title), was not issued by the registration office to the vehicle owner but rather
- to a person authorized by the owner, or
- to the registration specialist at a car dealership or
- to a bank / a leasing company
If the registration certificate, Part II (vehicle title), was handed over to another person, a statement from those individuals must be submitted in the event of its loss, confirming that they are not in possession of the registration certificate, Part II (vehicle title), but have handed it over to the owner.
Processing time
A new Certificate of Registration Part II will be issued immediately to replace a Certificate of Registration Part II that has been filled out completely.
In the event of loss or theft of the Certificate of Registration Part II (vehicle registration certificate), the legally required public notice procedure will be followed. This process takes approximately 14 days. Only after this period has expired can the new Part II Registration Certificate (vehicle title) be issued. During the public notice period, the vehicle cannot be registered or re-registered.Issuing body
