Fountains and Springs

The use of groundwater—for example, from wells, springs, or tunnels—generally requires a permit. Permit procedures are subject to a fee.

"Use" refers to any extraction, impoundment, or diversion of groundwater. The introduction of substances (including solids) into the groundwater is also considered a form of use.

However, there are exceptions, for example, for the extraction of groundwater from wells or springs for

• one's own household,

• the (one) private garden,

• the (single) farm,

• watering livestock outside the farm premises,

• for commercial operations, agriculture, forestry, and horticulture,

if the withdrawal does not exceed 3,600 m³ per year.

The extraction must not have any adverse effects on the availability or quality of the groundwater. The intended use must be reported no later than four weeks before it begins and reviewed as part of a notification procedure. In particular, the form for the public water supplier’s involvement (included in the notification form) must be submitted. There is also a fee for expanding or restricting a use that does not require a permit. If it becomes apparent during the notification process that a permitting procedure must be carried out, you will receive corresponding feedback within four weeks.
