2026 Budget Regulations of the Waste Collection Special-Purpose Association for the Fulda District
Pursuant to Section 18 of the Act on Municipal Cooperation of December 16, 1969 (GVBl. I, p. 307), as last amended by Article 7 of the Act of February 16, 2023 (GVBl., p. 83, 88), in conjunction with Sections 114a et seq. of the Hessian Municipal Code, as amended by the announcement of March 7, 2005 (GVBl. I, p. 142), as last amended by Article 1 of the Act of April 1, 2025 (GVBl. p. 24), the assembly of the Special-Purpose Association for Waste Collection in the Fulda Rural District adopted the following budgetary by-laws on November 17, 2025:
§ 1 The budget for fiscal year 2026 shall be
in the performance-based budget
- in net income
| with the total amount of revenue amounting to | 16,464,845 euros |
| with the total amount of expenses amounting to | 16,443,526 euros |
| with a balance of | 21,319 euros |
- in extraordinary income
| with the total amount of revenue amounting to | 0 euros |
| with the total amount of expenses amounting to | 0 euros |
| with a balance of | 0 euros |
| with a surplus of | 21,319 euros |
in the budget
| plus the net amount of cash inflows and outflows from operating activities, totaling | - 2,377,926 euros |
| and the total amount of cash provided by investing activities to | 0 euros |
| Cash flows from investing activities to | 0 euros |
| with a balance of | 0 euros |
| Cash provided by financing activities of | 0 euros |
| Cash outflows from financing activities to | 0 euros |
| with a balance of | 0 euros |
| with a funding requirement for the fiscal year of | 2,377,926 euros |

§ 2 Loans are not budgeted.
§ 3 No commitment appropriations are budgeted.
§ 4 No appropriations are provided for liquidity loans.

Approval of the 2026 Budget Charter by the Supervisory Authority
The approval order issued by the Regional Council in Kassel (regulatory authority) reads as follows: Approval.
Pursuant to Section 97a(1) of the HGO, I hereby approve the deviation from the budget balancing requirements under Section 92(5)(2) of the HGO for the financial budget of the “Special-Purpose Association for Waste Collection in the Fulda District” for fiscal year 2026.
