Housing promotion
As part of its housing assistance program, the Housing Assistance Agency helps households create or maintain adequate and affordable housing, or convert existing housing to make it accessible for older adults or people with disabilities.
Depending on your life situation and plans, various funding options are available. The Housing Assistance Agency currently offers the following funding programs:
- First-time construction or purchase of an existing owner-occupied home
- Social Housing for Low-Income Households
- Cost Subsidies for Accessibility Renovations
The specific eligibility requirements depend on the household’s disposable income, the number of people in the household, and the nature and cost of the project. In addition, occupancy restrictions and rent caps play a role in the funding of rental housing.
Hesse Loan (Homeownership Assistance)
The State of Hesse, in cooperation with the Wirtschafts- und Infrastrukturbank Hessen (WIBank), provides low-interest loans for the initial purchase of owner-occupied residential property. The funding is primarily intended for households with children, as well as households with special needs due to a disability or other reasons. Applications may generally be submitted even without children; however, it is always important to comply with the income limit for the respective household size.
The following measures, in particular, are eligible for funding:
- Construction of a new single-family or two-family home (max. 160 m²)
- Purchase of a single-family or two-family home for personal use (max. 200 m²)

Cost Subsidy for Accessibility Renovations

The construction of new rental housing for low-income households is financially supported by the State of Hesse in cooperation with the Wirtschafts- und Infrastrukturbank Hessen (WIBank). The goal is to create affordable rental housing.
Measures in the construction of rental housing that result in the creation or modernization of at least four residential units are eligible for funding. Funding is provided as project funding in the form of a lump-sum grant. The recipient must prepare the apartments so that they are ready for occupancy.
The subsidy consists of a loan, an interest subsidy, and a financing subsidy. The exact amounts depend on the living area and the property value.

Additional Funding Opportunities
Additional funding opportunities are available through the Fulda District, including for historic preservation and as part of regional development initiatives. In addition, KFW regularly offers funding programs whose eligibility requirements are typically based on the energy efficiency standards of the buildings. In addition, the Federal Office of Economics and Export Control regularly offers funding opportunities for residential construction to private individuals.
