Midwives for Fulda: Funding Guidelines
With these funding guidelines, “Midwives for Fulda,” the Fulda District aims to support midwives in fulfilling their continuing education requirements.
The goal is to ensure comprehensive, high-quality midwifery care. The funding is intended to make working as a midwife in the Fulda district an attractive option and to serve as an incentive to do so.
Licensed midwives may receive financial support if they contribute to midwifery care—particularly in obstetrics, postpartum care, and breastfeeding support—in the Fulda district. The funding applies to professional development activities designed to expand or deepen professional competencies (e.g., seminars, conferences, workshops, training programs, and certificate courses).
1. Eligibility Requirements for Receiving Funding
Funding may be granted if
a) the midwife has already completed her training or holds a degree in midwifery, or is about to graduate, and
b) the midwife works or will work in the Fulda district, and
c) the training program(s) cover the topics of obstetrics, postpartum care (postnatal care), or breastfeeding counseling, or are of particular interest to the county.
Funding for training programs aimed at improving the situation of breastfeeding mothers (breastfeeding counseling) may also be granted to members of other healthcare professions, such as public health nurses and registered nurses, provided they work in the Fulda district. The decision is made by the department head responsible for the public health office.
2. Eligible Training Programs and Amount of Funding
a) Eligible training programs include continuing education or professional development courses that are specifically related to obstetrics, postpartum care, or breastfeeding counseling. Both one-day and multi-day training programs are eligible for funding.
b) The application must be submitted before the training program begins.
c) The Fulda District will cover up to 80% of the fees. Funding will be granted upon completion of the training program and submission of the certificate of participation. The maximum annual funding amount per recipient is €300.00.
d) Other training measures may be considered eligible for funding on a case-by-case basis. The decision is made by the department head responsible for the Public Health Department.
3. Obligations of Grant Recipients During and After the Training Program(s)
a) The grant recipient agrees to participate in the funded training program(s).
b) The grant recipient must submit the certificate of participation to the Fulda District within one month of completing each funded training program.
c) The Fulda District must be notified of any interruption or termination of the training program(s), as well as of any change in address or bank account information.
4. Disbursement or Repayment of the Grant
a) If the obligations set forth in Section 3 are not fulfilled, any approved grant will not be paid out.
(b) Any amounts received as part of the grant must be repaid if it is determined that the requirements for granting the grant set forth in paragraph 1 were not met.
5. Application Process
The grant is awarded upon application (Appendix 1). The application must be submitted to the Fulda District Administration along with the following documents:
a) Copy of your ID card
b) Copy of the vocational degree certificate (to be submitted later, if applicable)
6. Selection Process
The Fulda District is reviewing the applications it has received to ensure they are complete and eligible for funding.
If necessary, the department head responsible for the Public Health Department reserves the right to meet with applicants to decide whether to provide funding for the training program(s).
7. Allocation of Funding
Grants under this guideline will be awarded only as long as budgetary funds are available. Applications will be considered on a first-come, first-served basis for each fiscal year.
There is no legal entitlement to receive funding. The department head responsible for the Public Health Department makes the final decision at his or her discretion, within the limits of available budgetary funds.
8. Prohibition of Dual Funding
Funding under this guideline is not available if the recipient is already receiving funding for the training program through a comparable funding program.
9. Final Provisions
The guidelines take effect immediately and replace the funding guidelines dated June 1, 2022. The new regulations apply to applications that have not yet been finalized.
