Registration of Sex Workers and Sex Establishments

The Prostitute Protection Act requires health counseling. Health counseling is available at the Fulda Public Health Department. It includes information on disease prevention and contraception, alcohol and drug use, as well as support in specific life situations.

The counseling is confidential and takes place in a safe environment. Issues related to coercion and emergencies can be discussed.

If you need the consultation in a language other than German, the Public Health Department can arrange for an interpreter. Please let us know when you schedule your appointment.

Please bring your ID card or passport with you to your appointment.

• You must appear in person.
• Registration for the consultation day takes place at the district’s Citizen Service Center via the main entrance (Wörthstraße 15, 36037 Fulda). Payment of the consultation fees is also made there after the consultation.
• The cost of the information and counseling session, as well as the registration certificate, is borne by the person seeking counseling. If an alias certificate is required, an additional fee will be charged. The alias certificate is a supplementary certificate issued for a stage name. It serves to protect personal data.

• An interpreter can be called in if necessary.

Health Consultation, Including a Certificate

The fee for the health consultation, including the certificate, is 44.00 euros (consultation: 32.00 euros; certificate: 12.00 euros). An additional fee of 12.00 euros applies for an alias certificate.

To apply for a permit under Section 12 of the Prostitution Act (Operation of a Prostitution Establishment), please submit the application form (see the Downloads section).

Provided that all requirements are met, you will be granted a permit under § 12 of the Prostitution Act (ProstSchG). This permit will be mailed to you along with the fee notice.

Additional requirements when applying for a license for a prostitution establishment:

• Building or occupancy permit, including an operating manual for commercial facilities

• Floor Plan

• Lease agreement or proof of ownership, e.g., an extract from the land registry

• Certificate of Final Acceptance Without Defects (if available)

Additional requirements when applying for a permit for a prostitution vehicle:

• Current operating certificate (Certificate of Registration, Parts I and II)

• Recent photos of the vehicle (interior and exterior)

Fees may apply for a license to operate prostitution establishments, depending on the circumstances. The fee schedule can be found in the Administrative Cost Regulations of the Ministry of Economy, Energy, Transportation, Housing, and Rural Affairs.
