Funding Opportunities
The Fulda Municipal District Job Center offers various funding opportunities to businesses.
Below you will find general information about our funding programs. These are tailored to each individual case; there is no general entitlement to them. The type and scope of funding may vary depending on the individual circumstances of the people we serve.
Field Testing in a Real-World Setting
As part of a workplace trial period, employers have the opportunity to assess a candidate’s suitability for a vacant position at the company in an unbureaucratic manner by having the candidate work at the company before the employment contract is signed.
Goal of the Assistance
: Transition to employment subject to social security contributions.
It is important to note that an application for the workplace internship must be submitted to and approved by the Fulda Municipal District Job Center BEFORE the internship begins. In addition, the host company must have a specific staffing need for a position subject to social security contributions.Additional Information
: It is not mandatory to provide an internship stipend during the on-the-job training period; rather, the applicant is entitled to continued payment of the basic security allowance during this time.The company must provide accident insurance—the Fulda Municipal District Job Center is NOT liable for personal injury or property damage. Labor law provisions must be observed. Any work-related or commuting accidents must be covered by the company’s workers’ compensation association.
Integration Grant
If your company would like to hire individuals who are currently receiving basic income support and who, due to personal circumstances, face greater challenges in finding employment, we can support you with an integration subsidy (EGZ). For the employment of people with severe disabilities or those deemed to have equivalent disabilities, the Integration Grant for People with Severe Disabilities may also be available.
With this grant, we want to help you successfully integrate new employees into your company while also providing you with financial relief.
Prerequisites
- The applicant is eligible for basic income support and resides in the Fulda district.
- An employment relationship subject to social security contributions (full-time or part-time, at least 15 hours per week) will be established, with a contract term of generally at least 12 months.
- The general provisions of labor, tax, and social security law are complied with.
- The regulations governing the statutory minimum wage are observed.
- The salary paid will be at least the collectively bargained rate or the local going rate, whichever is higher.
- The applicant faces placement challenges that result in subpar performance, which in turn leads to increased training costs.
- The applicant has not been employed by the company for more than 3 months during the 4 years prior to the planned hire, during which time the employment was subject to social security contributions, or has completed vocational training there.
Duration/Amount
: The amount and duration of the subsidy depend on the nature and severity of the placement difficulties and the resulting reduced ability of the applicant to perform the job in question, and are therefore determined on a case-by-case basis. The funding period is followed by a period of continued employment of equal duration.
Important: Applications for wage subsidies must be submitted to the Fulda Municipal District Job Center before work begins.In some cases, separate financial assistance is available for applicants with severe disabilities.
Entry-Level Qualification (EQ)
The Entry-Level Qualification Program gives you, as an employer, the opportunity to introduce young people to vocational training in a practical setting and to get to know potential trainees early on. The Fulda Municipal District Job Center provides financial support for this program. This allows you to develop the next generation of skilled workers while also helping young people get a head start on their careers.

Entry-Level Training Program
- Duration: typically 4 to 12 months
- Full-time program; in exceptional cases, a part-time program with at least 20 hours per week is also possible
- Transition to training or employment is possible at any time
- At the end of the program, participants receive a certificate from the IHK or HWK, which facilitates their transition to further training or employment
Prerequisites:
- The young person is entitled to basic income support
- The young person resides in the Fulda district
- The young person has not yet found an apprenticeship position as of September 30 of this year
- The young person has not yet completed his or her initial education.
Amount of Financial Support
: You may receive a subsidy toward your internship stipend up to the amount provided for by law, plus a lump-sum portion of the total social security contribution.

For businesses that wish to hire individuals eligible for benefits under SGB II who have significantly reduced work capacity or are particularly difficult to place in employment—and who are capable of working—into a position subject to social insurance contributions, the Fulda Municipal District Job Center may, under certain conditions, grant a wage subsidy for up to 5 years.
Eligible Individuals
: Eligible individuals are those who are at least 25 years old, have received benefits under SGB II for at least 6 of the past 7 years, and who, during that period, were not subject to social insurance contributions—or were so only briefly—and were not engaged in marginal employment or self-employment. For parents or people with severe disabilities, the period is 5 years.Eligible Employment
Relationships: Full-time or part-time employment relationships subject to social security contributions are eligible.Wage
Subsidy: Employers receive a wage subsidy for up to 5 years.This amounts to
- 1st year: 100%
- 2nd year: 100%
- 3rd year: 90%
- 4th year: 80%
- 5th year: 70%
The subsidy is calculated based on the statutory minimum wage or, if the employer is bound by a collective bargaining agreement, the wage specified in that agreement. One-time payments are not eligible for reimbursement.
Costs of Continuing Education: Job-related continuing education that is necessary and undertaken during employment may be covered, up to 3,000.00 euros, subject to prior review.Coaching for Employees Two months before starting work and throughout their employment,
employees receive personalized counseling to help them transition into their new role and settle into their professional life.
Important: Applications for wage subsidies under Section 16i of SGB II must be submitted to the Fulda Municipal District Job Center before starting work.

As part of its apprenticeship support program, the State of Hesse offers funding opportunities to companies that wish to hire disadvantaged applicants or those in need of support—such as “long-term job seekers” (young people who have been looking for an apprenticeship for a year or longer)—into an in-company apprenticeship.
The Kassel Regional Council is responsible for granting the permit.
