Housing: Counseling and Financial Assistance

The Joint Housing Office for the City and District of Fulda provides free advice and information to all citizens regarding personal concerns related to the basic need for housing. This includes anyone looking for housing, especially those living in insecure or substandard housing conditions, those who are homeless, or those at risk of becoming homeless.

The center focuses on the following areas:

• Advice and assistance in finding an apartment
• Advice and support for landlords in finding tenants (and renting out) available housing
• Mediation in Conflicts Between Landlords and Tenants
• Advice on rent arrears, termination of lease, eviction proceedings, and forced eviction, with the goal of allowing you to remain in your apartment
• Consultation on home modifications for health reasons or when care is needed
• Acquisition of vacant and therefore available housing in the city and county of Fulda

Note: The agency does not manage apartments and cannot guarantee that it will find you housing.

The Housing Office is asking for the support of all residents in the county. We are urgently seeking housing (furnished or unfurnished) of various sizes. If you are a property owner who would like to rent out a house, an apartment, or a room and are interested in working with us, you can contact the Housing Office to clarify any questions regarding the rental process, rent payments, or other important matters.

The Fulda District Job Center and the Caritas Association for the Fulda and Geisa regions are offering a free energy-saving assessment to low-income individuals and families. The main focus is on helping people help themselves: The goal is to empower low-income households to sustainably reduce their energy consumption, thereby saving both energy and money. For many clients, it’s also about reducing or avoiding energy-related debt.

Eligible Participants in the Fulda District

• Individuals eligible for benefits under SGB II (Citizen's Income, Basic Income Support for Job Seekers)
• Persons Eligible for Benefits Under SGB XII (Social Assistance)
• People Eligible for Housing Assistance
• Persons Eligible for Benefits Under the Asylum Seekers Benefits Act
• Those Eligible for the Child Supplement

Procedure

If clients of the district job center would like to participate in this voluntary program, three appointments will take place at their homes.

During the first appointment, the energy-saving consultant primarily reviews current energy usage, contracts, and rates; energy bills; household appliances in use; and consumer behavior. For example, they identify “energy guzzlers” in the household and look for alternatives. During the meeting, the energy consultants also bring along so-called “immediate-impact solutions,” which they install free of charge—for example, energy-saving LEDs, toilet flush savers, refrigerator thermometers, power strips with switches, humidity and temperature gauges, or draft stoppers.

During the second appointment, the energy-saving advisors review how energy consumption has changed and then determine where the individuals may still need assistance. They can also refer clients to other support services—such as debt counseling or the consumer advice center.

At the third and final meeting, held just under a year later, we'll review how much each person was able to save overall and where there may still be potential for savings.

Housing assistance is a government subsidy for rent (rental subsidy) or to help homeownersfor homeowners (mortgage subsidy).

You are legally entitled to housing assistance if the eligibility requirements under the Housing Assistance ActAct are met.

Whether you are eligible for housing assistance and the amount you may receive depend on the following factors:

• Number of family members in your household
• Income of family members who are part of your household
• Amount of Eligible Rent or Expense

An application is required to receive housing assistance.

However, if you receive a transfer payment (e.g., subsistence assistance or basic income support for the elderly and those with reduced earning capacityunder SGB XII, Citizen’s Income under SGB II, etc.) in which housing costs aretaken into account, you are ineligible to receive housing assistance.

As part of its housing assistance program, the Fulda District Housing Assistance Office helps households create or maintain adequate and affordable housing, or convert existing housing to make it accessible for older adults or people with disabilities.
